College principal who set an example denied office

July 06, 2012
When he was assaulted by political activists for refusing to allow students to cheat in their intermediate examinations on May 3, Waseem Adil, the principal of the Government National College, gained newfound respect in the eyes of Senior Education Minister Pir Mazhar-ul-Haq, who said the teacher’s actions were “the only way to fight miscreants in the field of education.”
But just a few weeks later, the same person was not allowed to take charge as regional director colleges Karachi by employees of the education ministry.
According to General Secretary Sindh Professor and Lecturers Association Iftikhar Azmi, in March this year, “Chief Minister Qaim Ali Shah suspended Rani Ghani — who occupied the office of Regional Director Colleges Karachi — on charges of corruption.”
When new candidates were short listed for the post, Wasim Adil’s name was topmost in terms of seniority. He had been a professor of Physics at the DJ College for 35-years and was the principal of the Government National College for the past year-and-a-half.
“I received a letter from Sindh Services General and Administration and Coordination Department (SGA & CD) to take office, but when I reached the building, I was handed a copy of a stay order by Rani Ghani. It said that the post still belonged to her,” said Wasim Adil, while talking to The News.
The SGA & CD is a department headed by Chief Minister Qaim Ali Shah and looks over matters related to the postings of government officials who are deputed by the Sindh Government. Some of its responsibilities are ‘transfer, posting and promotion’ of government officials of all departments, including the education ministry. Iftikhar Azmi claims that the SGA & CD is the final authority and not the education minister.
“If the chief minister has ordered Rani Ghani to be suspended and appointed a new candidate, then technically, her stay in the office of regional director colleges Karachi is illegal.”
All applications of retirements and pensions etc go through the office of the regional director colleges and are approved by his or her signature. However, if there is a dispute over Rana Ghani’s eligibility to hold office, then all her signatures will become null and void.
Senior Minister for Education and Literacy Pir Mazhar ul Haq was busy in a meeting till the filing of this report and could not be contacted for a comment. Meanwhile, his spokesperson said that “Rani Ghani has taken the matter to court.
Her retirement is only a month away and she wants to complete her term.”
On the other hand, Wasim Adil awaits final orders. “I will do as the government says.”
In a widely reported case on May 3rd, afterWasim Adil refused to allow political activists to cheat during an intermediate examination; he was threatened and thrashed by them.
The furniture of his office was vandalised and the computers in the labs were broken after the miscreants forcibly entered the premises of Government National College at the end of the exam and sought revenge.
