CADD starts functioning

The all important and newly created Capital Administration and Development Division (CADD), which has been establishment following devolution of certain ministries to provinces, has started its full function in the Pakistan Secretariat.
To start with as many as 20 federal government departments previously existing under ministries of education, culture, livestock, population, special education, youth affairs and tourism have been placed under the CADD.
“The new division shall execute within the jurisdiction of the federal capital area all such functions handled by the abolished and would-be abolished ministries, and also such functions as allocated to it henceforth with and from time to time,” a notification issued by the government says.
The National Institute of Health, Federal Government Services Hospital and Pakistan Institute of Medical Sciences will also fall under the CADD after the devolution of the Health Ministry in June this year.
The CADD has been created consequent upon the deliberations and decision of the Implementation Commission, constituted under clause (9) of Article 270AA and with the approval of the cabinet, and it will work directly under the prime minister and the Cabinet Secretariat.
A seasoned bureaucrat in BPS-22, Junaid Iqbal Chaudhry, who has also worked as the Islamabad Chief Commissioner, has been appointed as first secretary of the CADD. While Professor Rafiq Tahir, a former senior FDE official, has taken over as joint secretary education/establishment, while Noor Zaman will act as joint secretary (administration). Rafiq Tahir has also been notified as official spokesman for the CADD.
The following departments have been placed under the CADD with immediate effect:
The Federal Directorate of Education (FDE), Federal Board of Intermediate and Secondary (FBISE), Federal College of Education, Academy of Educational Planning and Management, National Education Assessment Centre, Directorate General of Special Education, Social Welfare and Child Welfare Development, National Institute of Science and Technical Education, Private Educational Institutions Regulatory Authority, FG Polytechnic Institute of Women, Department of Libraries, Department of Archaeology and Museums, Department of Tourism Services, Central Board of Film Censors, Mainstreaming Population Factor in Development Planning, Management and Distribution of Zakat and Ushr in Islamabad, Youth Centres and Hostels in Islamabad, Animal Quarantine Department/Stations, facilities in Islamabad, Training and Education and Rehabilitation of Disabled in Islamabad and Charitable Endowment for Federal Area.
