Health Dept yet to settle terms, conditions of ATH director services
ABBOTTABAD: Despite the passage of more than eight months, the Khyber Pakhtunkhwa Health Department has failed to settle terms and conditions of the service of Ayub Teaching Hospital (ATH) Abbottabad director who was appointed on contract basis in grade 20.
The department is likely to remove the anomaly after objections raised by the Audit Department, The News has learnt.It was learnt that the salary of hospital director was stopped for four months, which was released after the intervention of the hospital’s Board of Governors (BoG).
The appointment of the hospital director in grade 20 after retirement has raised legal questions as he has been drawing salary for eight months and exercising financial powers.It was learnt that Hospital Director Dr Siddiqur Rehman while realising the situation had tendered resignation at a recent meeting of the hospital BoG on December 4, but he was asked to wait till the next meeting on December 15.
According to a letter of the Resident Audit Department of the ATH, dated November 19, whose copy is available with The News, Resident Deputy Director stated that salary of officer concerned was released after the approval by the BoG. However, the terms and conditions of his service have not been received from the quarters concerned even after eight months.
It stated that Dr Siddiqur Rehman had taken charge as director of the hospital on March 26 this year. According to the notification, terms and conditions of the officer were to be settled separately.
Dr Siddiqur Rehman, who was Medical Superintendent of the Saidu Group of Teaching Hospitals Swat, was notified as Hospital Director ATH Abbottabad on March 25, 2015 by KP Secretary Health. He replaced Dr Iftikhar Ahmad.
The decision was made to implement the Medical Teaching Institutions Reforms Act 2015.Dr Siddiqur Rehman retired from government service at the age of 60 after attaining superannuation on March 31 this year. The notification by the Health Department authorised him to continue his service at the ATH. It stated that till his superannuation he shall draw his pay against the post of MS Saidu Group of Hospitals Swat.
