ISLAMABAD: A complaint by ex-director general Pak Public Works Department to the prime minister against Federal Government Employees Housing Foundation (FGEHF) for wrongly entering into a joint venture which could deprive the foundation of at least Rs80 billion in Islamabad, has landed the ex-DG in problem as after lodging of the complaint, references have been sent to the Federal Investigation Agency and National Accountability Bureau against the ex-DG comprising allegations that have already been turned down by various forums, The News has learnt.
Documents reveal that ex-DG Ata-ul Haque Akhtar wrote to PM for action against the “daylight robbery” as instead of auctioning the commercial plots in sectors G-13 and G-14, the FGEHF was all set to enter into a joint venture, which will deprive the foundation of Rs80-100 billion.
He mentioned some high-ups of the ministry for being behind this motive.
According to him the PM House took notice of the issue and the FGEHF had to invite parties for public auction instead of the JV.
After he lodged the complaint the FIA and NAB started receiving “references” against Ata-ul Haque Akhtar for the deeds done during the time when he was in-charge of Pak PWD as DG.
A dossier was sent to FIA titled ‘Reference against ex-DG PWD’ comprising multiple complaints all of which have been turned down by various forums. The FIA has been told by the ex-DG that he had complained to the PM against the misdeeds of FGEHF, which has consequently resulted in a complaint against him in the FIA.
He has mentioned that most of the documents attached in the reference were either fake or were turned down by Secretary housing and works Younas Dagha. He has told the FIA, “It is most amazing that Ministry has forwarded fake papers to the FIA and attributed it as reference.
In case it is proved that forged and bogus papers were prepared then criminal cases may be registered against
the authors of present reference.”
On the other hand the DG FGEHF has replied to the allegations of Mr Ata-ul Haq Akhtar through Rs1-billion legal notice.
The legal notice states that the commercial lands in G-13 and G-14 comprise G-13 Markaz and the Mauve Area.
He mentioned the foundation has been auctioning the commercial plots on regular intervals.
The DG further wrote that the foundation conceived the idea of going into joint venture with international firms keeping in mind the key location of the commercial plots available with the foundation in view of the construction of new airport in Islamabad.
He said that Mr Ata-ul Haq Akhtar was member of the committee that approved the foundation’s plans of going into joint venture with international firms which are interested in investing in the prime land available with the foundation and the minutes of the meetings were circulated to him as well which were not returned with any dissenting note, nor the ex-DG PWD ever raised objections to the JV plan but after his retirement when the foundation started to beef up the pending works and started issuing notices to the contractors, the ex-DG started writing to the PM saying the JV was ‘daylight robbery’.
