Major reshuffle in Sindh bureaucracy

The Sindh government announced a major shakeup in the bureaucracy on Friday, the transfer of additional IGP Karachi Ghulam Qadir Thebo and the appointment of Mushtaq Mehar as the city’s new police chief among the prominent of the changes.
Thebo has been appointed as the chairman of the Sindh Anti-Corruption Establishment.
Besides, the chief minister has ordered the removal Karachi Metropolitan Corporation administrator Saqib Soomro, Sindh Building Control Authority director general Manzoor Qadir and cooperation department secretary Shahzar Shamoon from their posts.
Qadir and Shamoon, according to some reports, have been abroad since federal agencies started an investigation against them over allegations of corruption.
The notification for the Karachi police chief’s transfer was issued after the approval of the provincial apex committee.
Mehar has become the third Karachi police chief since the crackdown against criminals in the city was launched on September 5, 2013.
At the start of the operation, then additional IGP Karachi Shahid Hayat was assigned the task of leading the operation and during his tenure, many raids were conducted and several terrorists arrested.
But after a year, a controversy emerged over Hayat’s posting and he was appointed the Sindh Federal Investigation Agency director. Thebo was posted in his place.
Thebo spent a year as the Karachi police chief. Sources claim that he developed differences with provincial police chief Ghulam Hyder Jamali over departmental issues.
The sources added that in an apex committee at the Chief Minister’s House on July 12, the issue of transferring Thebo was discussed.
After a thorough discussion, it was decided to post him as the anti-corruption establishment chairman.
Anti-Corruption Establishment chairman Zakir Hussain has been posted as the additional IGP Crime.
Mehar has earlier served at key posts in different districts of Karachi. He has also served as the DIG South and also remained the head of the Crime Investigation Department.
During his tenure as the CID chief, many terrorists and other criminals belonging to banned outfits were put behind bars.

KMC and SCBA
In place of Saqib Soomro, Sindh Solid Waste Management Board managing director Roshan Ali Shaikh was handed over the additional charge of the KMC administrator, but later, Karachi commissioner Shoaib Ahmed Siddiqui was given assigned this task.
The additional charge of the works and services secretary has been taken back from Mumtaz Ali Shah, the senior member of the Board of Revenue, and given to Ahmed Bux Narejo. Inamullah Dharejo has been posted as the cooperation department secretary.
Hyderabad administrator Khalid Sheikh has also been removed from his post and appointed the Water and Sanitation Authority deputy manager. Hafeez Umrani has been appointed the administrator in his place. The chief minister has also ordered removal of 10 deputy commissioners from their posts including Umer Farooq Bullo of Sanghar, Zubair Channa of Dadu, Ahmed Shah of Sujawal, Khuda Dino Shoro of Mithi, Majid Mohsin Panhwar of Jamshoro, Zaman Narejo of Mirpurkhas, Abid Shamim of Shikarpur and Sajad Hyder Tando of Allahyar.
