A deputy superintendent (DSP) of the Sindh Police was dismissed from service and two DSPs were demoted as the provincial home department issued notifications announcing sentences and penalties for 10 police officials found guilty of misconduct, dereliction from duty and other unlawful acts during service.
The notifications, issued by the provincial home secretary after approval from the home minister, detail the penalties imposed after completion of inquiries conducted in accordance with the law.
The details of the sentences are as follows: DSP Nisar Ahmed Brohi has been awarded the major penalty of compulsory retirement from service under Section 3(i)(e) of the Removal from Service (Special Powers) Sindh Ordinance - 2000.
DSP Brohi was found guilty of illegal recruitment of 134 police constables in return for bribes. He was issued a show cause notice containing allegations to this effect levelled by the then principal of the Shaheed Abdul Aziz Bullo Recruit Training Centre in Hyderabad.
DSP Shakeel Ahmed Sarfaraz, posted as sub-divisional police officer at the Sharea Faisal sub-division of the Karachi police, was given the major penalty of reduction of pay-scale to one lower stage under the Removal from Service (Special Powers) Sindh Ordinance-2000.
He was accused of conducting an unlawful raid on the house of a lawyer in February this year, and assaulting and maltreating the advocate and his wife who were then taken to a police station and illegally confined.
Khalid Hussain Makhdoomi, prosecuting DSP in District Khairpur, was awarded the major penalty of ‘demotion to lower rank from PDSP to prosecuting inspector’ for three years under the Removal from Service (Special Powers) Sindh Ordinance - 2000. He was accused of tampering his service record and matriculation certificate to change his date of birth with malafide intentions, i.e. to earn undue service-related benefits through fraud.
Ghulam Rasool Panhwar, DSP and the then sub-divisional police officer in Nasirabad, was given the major penalty of demotion to a lower post of inspector for a period of three years under the Sindh Civil Servants (Efficiency and Discipline) Rules, 1973. He was accused of unlawfully interfering in operational matters of the Wagan police station’s SHO.
DSP Rahim Bux Malik was given the minor penalty of ‘censure’ under the Sindh Civil Servants (Efficiency and Discipline) Rules – 1973. He was reprimanded for being inefficient; his overall performance was found to be not satisfactory and there were many complaints against him in this regard.
DSP Saeed Ahmed Sheikh has been given the minor penalty of ‘withholding of salary increment for one year’ under the Removal from Service (Special Powers) Sindh Ordinance – 2000. He was found guilty of making inefficient security arrangements at the shrine of Harzrat Lal Shahbaz Qalandar for the saint’s annual Urs.
Ghulam Shabbir Mangrio, prosecuting DSP and DSP legal posted in District Shaheed Benazirabad, was also handed the minor penalty of ‘withholding of salary increment for one year’ under the Removal from Service (Special Powers) Sindh Ordinance - 2000. He was found guilty of involvement in a matter related to a fake letter of court about reinvestigation of a crime.
DSP Jameel Ahmed Sanjrani, posted with the Special Branch of Larkana, was given the minor penalty of ‘censure’ under the Removal from Service (Special Powers) Sindh Ordinance - 2000. He was accused of being absent from duty and police offices with which he was associated had also been found shut down.
Mehmood Hussain Simair, prosecuting DSP posted in District Sukkur, was given the minor penalty of ‘censure’ under the Sindh Civil Servants (Efficiency and Discipline) Rules, 1973, as he failed to attend hearings of the Sindh High Court.
DSP Mirza Taimour Baig, the then security in-charge of the Central Police Office premises, was given a minor penalty of ‘withholding promotion for two years’ under the Removal from Service (Special Powers) Sindh Ordinance-2000. He was found guilty of abusing and misbehaving with subordinate staff of the CPO’s security team.
