Out of 15,000 CDA employees 13,000 to directly report to CMO;
now all directorates of authority have been placed under MCI

Mayor of Islamabad Sheikh Ansar Aziz has enhanced powers of Chief Metropolitan Officer (CMO) of the Municipal Corporation of Islamabad (MCI) within 24 hours of the Federal Government's orders to remove him as Member Administration Capital Development Authority (CDA).
Chief Metropolitan Officer (CMO) Chaudhry Suleman Khan Wariach was also holding charge of Member Administration CDA before he was removed from the post by the Federal Government reportedly on receiving various complaints against him.
Following issuance of a new notification issued with approval of the Mayor on December 19, around 13,000 out of little over 15,000 employees of CDA would now directly report to CMO of MCI while over 400 vehicles would also get control of MCI.
Previously, 26 directorates of CDA devolved fully and 23 partially to the MCI but now all the directorates have been placed under the MCI with more powers for CMO. The notification says that the assets, rights, functions and liabilities are being transferred to MCI according to the Islamabad Local Government Act, 2015.
With the issuance of new notification, the newly appointed Member Administration Yasir Pirzada with approval of the prime minister, has left with very limited functions with control of little over 2,000 employees and few directorates.
The notification says that all assets, vehicles, formations, HR given under the administrative and financial control of MCI, including all assets transferred to MCI under the distribution mechanism adopted as per the Local Government Act to officers, office-bearers of the MCI including the Mayor of Islamabad, Deputy Mayor, Chief Metropolitan Officers, DGs, Directors, MOs, DDs including all operational vehicles stand transferred on permanent basis to MCI and to be routed directly to be routed directly to CMO, MCI for further necessary action/pursual.
The notification says that the DG HRD, CDA shall also be DG HRD, MCI together with all the subordinate officers for MCI related administration officers. Similarly DG Admin, CDA shall also be DG Admin, MCI while DDG Law, Director Securities, Director PR, Director IT, Transport office shall also perform same functions for MCI.
The DDG Finance, Director Accounts, Director Audit, DFA, etc. shall also perform same work for MCI. All assets and vehicles of these directorates have also been transferred to MCI.
As far the newly appointed Member Administration is concerned, he with an experience of more than 20 years, working at key positions in public sector administration and development, Yasir has been directing and supervising complex programmes funded by multilateral donors.
Yasir, the youngest ever candidate to pass the most competitive exam of Pakistan, Central Superior Services (CSS) which is still a record was first appointed in Income Tax Group as Assistant Commissioner Income Tax in November 1996 and promoted to Deputy Commissioner Income Tax in April 2001 where he served till June 2005.
In July 2005, as Deputy Program Director at Directorate of Staff Development he oversaw the training of 360000 teachers from public schools of Punjab. The teachers training institution was restructured during this process by establishing a comprehensive database, introducing quality procedures (ISO) and certain other reforms on a large scale.
From February 2009 to March 2011, he served as Provincial Director Punjab of Pre-Service Teacher Education Program, a $75 m USAID funded project where he introduced institutional reforms working closely with international organisations and agencies like USAID, UNICEF, GTZ, CIDA-CPBEP and World Bank among others.
In August 2011, he was again appointed in FBR serving as Additional Commissioner IRS and was promoted to Commissioner IRS in August 2015 where he was serving until his recent appointment in CDA.
