The government is considering a proposal to conduct the examinations of Civil Superior Services (CSS) under three cluster programme from 2018 comprising three categories including General, Finance and Information.
According to the proposal there should be a change in pattern because the applicants must have relevant degrees for appearing in specific groups.
There would be no change in the regional quota and it would include merit (7.5%); Punjab (50%); Sindh (19%)—Sindh (U) (7.6%), Sindh (R) (11.4%); Khyber Pakhtunkhawa (11.5%); Balochistan (6%); GB/FATA (4%); and AJK (2%).
Generally the Federal Public Service Commission (FPSC) accepts equivalence of educational qualification issued by the HEC/PEC/PMDC. However, the decision as to which foreign or Pakistani qualification is equivalent to corresponding Pakistani degree would rest solely with the Commission.
It is pertinent to mention here that currently CSS examinations are taken in 12 occupational groups including Commerce & Trade Group, Foreign Service of Pakistan, Information Group, Inland Revenue Service, Military Lands & Cantonments Group, Office Management Group, Pakistan Administrative Service, Pakistan Audit and Accounts Service, Pakistan Customs Service, Police Service of Pakistan, Postal Group and Railways (Commercial & Transportation).
The proposal stated the Psychological Assessment of the candidates would be carried out to estimate their abilities and personality characteristics with special regard to the aptitude for the civil services i.e. whether they possess the potential and qualities that are required as a member of the civil services of Pakistan.
