Shaping foreign policy

This refers to the article “Wikileaks” by the US ambassador to Pakistan, Cameron Munter (November 29). Mr Munter says that internal reports by diplomats do not represent a government’s official foreign policy. Does one need to remind him that these same internal reports go a long way in shaping or altering the foreign policies of governments?
