Rabbani terms Centre’s demand for imposing 145-A in Sindh a farce

ISLAMABAD: Former Chairman Senate Senator Mian Raza Rabbani said Monday that demand of the Federal Government (FG) for implementing Article 140-A, Constitution, 1973 in Sindh is farce as the PTI government has dissolved the Local Governments in Punjab and Khyber Pakhtunkhwa where PTI governments exist.

“It is unfortunate that Governor who is a representative of the Federal Government to ensure harmony between the federation and the provinces allowed his official residence to be used for an uncalled attack on the provincial government. The Governor can no longer play a role as a facilitator,” he said while commenting on the remarks of the Federal Minister for Information Fawad Chaudhry who demanded imposition of Article 145-A of the Constitution on Sindh.

Rabbani said the 5-year term of Local Government system in the Federal Capital ended in February this year and according to the law the Government is bound to hold elections in 6 months, but it seems reluctant to do so as five months have passed and no work has started including the delimitation of constituencies which should have taken place 3 months before holding the polls.

He said the Local Governments in Punjab remained in office for only two years, were dissolved by the PTI Government and not being restored by the Punjab Government even after orders of the Supreme Court.

Senator Mian Raza Rabbani said the Punjab Government continues to be in contempt of Court as it refuses to comply with the orders of the Supreme Court for restoration of the Local Bodies.

Similarly, he said the Local Governments in the Province of Khyber Pakhtunkhwa were dissolved by the PTI Provincial Government. Therefore, Rabbani said, in Punjab, Khyber Pukhtoonkhaw and the Federal Capital Area where PTI is in Government, there exists no local government system and Article 140 A, Constitution, 1973, does not apply. “This is the respect the Government has for the Constitution and the rule of law,” he added.
