Helmet safety

I have been driving on the roads of Rawalpindi / Islamabad for the last year. Traffic violations are commonplace here. The main purpose of the traffic police is to enforce the traffic laws in the interest of public safety. I wonder why the traffic police often let motorcyclists continue riding without a helmet after issuing them a measly Rs200 ticket. Does the ticket make the biker safer?

I believe, biking without a helmet must be banned outright and offenders should have their vehicles seized. If the law leaves helmet-less bikers to the mercy of chance it greatly increases the risk of deadly accidents.
