NAB, ACD fail to find ghost, fake schemes in Larkana, Shikarpur, Jacobabad

SUKKUR: The National Accountability Bureau (NAB) and Sindh Anti-Corruption Department (ACD) failed to find several ghost and duplicate fake schemes in various departments of the province, particularly Larkana, Kambar-Shahdadkot, Shikarpur and Jacobabad districts.
According to a survey conducted by independent sources, this scribe was told that billions of rupees were spent on various embankments of River Indus, canals, drainage and road sector after the super flood in Sindh during 2010. Unfortunately, due to incompetence and ill planning, the Larkana development projects and special grants of billions of rupees for River Indus at Nusrat Loop, J-Spur and Aaqil Agani were wasted.
The sources confirmed that fake schemes of billions of rupees at Right Bank River Indus, Nusrat Loop and Aaqil Agani and others were made illegally and mismanaged by the authorities.
The provincial administration of irrigation failed to carry out a model study by reputable institution for damaged and vulnerable points of canals or right bank River Indus to find a permanent solution to avoid unnecessary utilisation of funds on the pretext of repair and maintenance. Instead of that Northern Dadu Division, Rice Canal, Kheerthar Canal, Warrah Canal, Saifullah Magsi, SKT and others of irrigation department are engaged in preparing schemes only for grabbing a huge amount for their vested interests.
This correspondent learnt from reliable sources that these contracts were awarded to partners on political personalities and earned lion’s share from these schemes, but the conditions of dykes was still deplorable in various parts of Sindh.
The incident of Bolan Express derailment near Madeji at Ruk Station is one of the solid evidence of the inability and blunder of irrigation department at Northern Dadu division and later, XEN Northern Dadu division Nisar Leghari, Assistant Executive Engineer Zafarullah Abro and Sub-Engineer Sadrddin were suspended over criminal negligence, told the department.
When this scribe contacted the Superintending Engineer Amjad Pervez Dawach, who is working since long at Northern Dadu division, also failed to provide information and said the schemes are in progress for strengthening the dykes and canals. He refused there was any embezzlement in the development funds.
Sources disclosed that after super flood 2010 the provincial government had allocated funds of billions of rupees for strengthening and repairing the damaged embankments of canals and rivers. But the dykes are still not intact, which the recent incident of de-railing of train proved.
The civil society has demanded proper investigation of these development schemes and bring the culprits to the court of law for causing huge losses to the national exchequer.
