Begum Saifullah was a minister in Junejo’s government but certainly not the first woman minister at the national/federal level. This honour belongs to Begum Mahmooda Salim Khan who remained West Pakistan minister for education and health in Gen Ayub Khan’s cabinet during the 1960s.
