Nawaz picks dream team, all from brother’s closet

ISLAMABAD: Nawaz Sharif, the Prime Minister-in-waiting, has short-listed a team of bureaucrats he wants to be his core team at the federal level to implement his vision, writes Ansar Abbasi.
In his endeavour to build a good team of bureaucrats from all the provinces and regions, Nawaz Sharif has mainly picked people from his younger brother’s team in the Punjab. The elder brother even has his eye on the key staff members of Shahbaz Sharif.
Nasir Khosa, the reputed bureaucrat who has his considerable contribution behind Shahbaz Sharif’s rule in the Punjab, would be the key bureaucratic aide of the prime minister-in-waiting Nawaz Sharif. Javed Aslam would now be the Chief Secretary Punjab under Shahbaz Sharif.
Besides others, Punjab Secretary Finance Tariq Bajwa, Secretary Ombudsman Sami Saeed, KPK bureaucrat Sahibzada Saeed, Home Secretary Punjab Shahid Khan, Secretary Safron Habibullah, formerly principal secretary to the Chief Minister Punjab Nadeem Hasan Asif and Secretary EAD Arbab Shahzad are the earmarked officers whom Nawaz Sharif wants around him in Islamabad.
Shahbaz Sharif may have to sacrifice one of the two closest aides — talented Dr Syed Tauqir Shah and Fawad Hasan Fawad — to serve in Nawaz Sharif’s team in Islamabad. According to a source, Shahbaz Sharif may not allow Dr Tauqir, who has been working day and night with complete zeal and honesty to assist Shahbaz Sharif as his key aide.
According to sources, Nawaz Sharif has decided that his team of bureaucrats at the Centre would also include reputed officers from all the provinces and regions. Even in the Islamabad Capital Administration (ICT), the positions of chief commissioner, IGP, deputy commissioner, SSP, etc, would be shared by officers from different regions and provinces.
After losing Nasir Khosa to his elder brother, Shahbaz Sharif now wants Javed Aslam as his chief secretary. However, the caretaker prime minister Mir Hazar Khan Khoso is reluctant to post the

officer despite the incumbent caretaker Punjab government’s request to the federal government.
The Punjab bureaucracy is presently in a quandary after the incumbent Chief Secretary Javed Iqbal has already sought his transfer. The caretaker Punjab government wanted to get a temporary replacement for Javed Iqbal. However, when the caretakers discussed the issue with the chief minister-in-waiting Shahbaz Sharif, he sought the appointment of Javed Aslam as regular chief secretary instead of a temporary one that in any case has to be changed within a few days.
According to sources, the caretaker prime minister, who regime’s governance is questioned not only by the media and judiciary but also by his own ministers, is taking its own time to do this.Javed Aslam, presently Secretary Statistics Division at the Centre, has served as additional chief secretary Punjab as well as the province’s chairman Planning and Development.
There are many bureaucrats who have been working with the Sharifs in the past, are using their connections to get the key slots at the Centre and in the provinces, particularly Punjab, but this time the mood of the Sharifs is not to oblige but to deliver. However, there is no confirmation as to who would be the principal secretary to the PM, secretary cabinet and secretary establishment as Nawaz Sharif is said to be keeping his cards close to his chest.
However, among the two Sharifs, it has been decided that Nasir Khosa would work with Nawaz Sharif against any one of these three key jobs — principal secretary, secretary cabinet or secretary establishment.
The present team of Mir Hazar Khan Khoso would be shown the door by the new prime minister. Khawaja Siddiq Akbar, who is presently the principal secretary to the prime minister and also holds the office of the secretary cabinet, has no chance of getting any good job under the Nawaz regime.
Military Secretary to the prime minster Brig Tahir Ali Malik is also likely to be repatriated to the army as there has been growing reports of extra-enthusiasm shown by the duo, Akbar and Malik, during the caretaker regime.
According to reports, Khawaja Siddiq Akbar wanted to get his notification as the future Tax Ombudsman issued by the caretaker prime minister before the coming into power of the elected government. But following the media’s hue and cry, the caretaker law minister first wrote a letter to his cabinet colleagues, including the prime minister, and objected to the appointments being made by the caretaker government. The law minister underlined that the key appointments should be left for the elected government.
Later, PML-N senior leader Khawaja Asif approached the Supreme Court against the caretaker government’s keenness to make every key appointment before the arrival of the elected regime.
