He pointed out that the issue between India and Pakistan has always been on the agenda of the UN Security Council. The Security Council should continue to pay attention to the situation in Kashmir according to the development of the situation. The review at the Security Council will help ease the situation in the region and properly resolve the issue.According to Prof. Cheng, the UN Security Council deliberated the Kashmir issue on January 15th, and listened to briefings from the UN secretariat and other relevant parties. Members of the Security Council expressed their concerns about the current situation in Kashmir and called for compliance according to Charter of the United Nations and international law.

Also they showed concern about the peaceful settlement of the disputes through political dialogue, and that the concerned parties should exercise restraint and promote the cooling of tensions. As a permanent member of the Security Council, China will continue to play a constructive role in upholding regional peace and stability. India should give serious consideration and positive response to the request of UNSC members.

China's position on Kashmir is clear and consistent. The Kashmir issue is a dispute left over from history and should be properly resolved by peaceful means in accordance with the Charter of the United Nations, relevant Security Council resolutions and bilateral agreements between India and Pakistan.

Prof. Cheng viewed there is no fundamental conflict of interest between India and Pakistan. First, India and Pakistan were under colonial rule; second, India and Pakistan are the world's most populous countries; third, India and Pakistan are in a critical period of national development, and the current common task is to develop the economy and eliminate poverty.

It is well noted that since Imran Khan became the Prime Minister, he took a series of initiatives to improve relations with India, which was highly appreciated by the international community.

However, the Indian side did not respond positively. At the same time, India first unreasonably accused Pakistan of supporting terrorist activities and then unilaterally amended the constitution to abolish the autonomous status of Kashmir last year. The Kashmir issue is a legacy of history and now it has become the dead knot of bilateral relations. However, India and Pakistan may have a new thinking and strive to improve and normalize the bilateral relations, to create a good surrounding environment for the development of their respective countries.

There is an idiom in China, “Faith will move mountains”, which means that sincerity can move the heaven and earth and make the stone crack. As long as India and Pakistan are sincere, any difficulty between the two countries can be overcome.

It is hoped that India and Pakistan may become friendly neighbors with equal treatment, harmonious co-existence and mutual beneficial cooperation, he added China strongly believes that the governments and people of India and Pakistan have enough wisdom to correctly deal with the complex contradictions and problems and focus on the most important task of the national development.

For the benefit of the people and the social economic development, both India and Pakistan should try to turn negative factors into positive ones through joint efforts, he added.
