From its inception, starting with choice of the site for the new Islamabad airport in 2007, the project was destined to be doomed. After one of original contractors withdrew, there had been numerous delays and a constant rise in cost with no obvious penalty to contractors. The new airport was designed for two parallel runways.

The mandatory separation of 1,000 meters between two parallel runways for use by commercial civil aviation was reduced to 225 meters, which is unsafe to meet regulatory requirements for commercial airports. Over Rs30 billion has gone down the drain.
