Nadra clears doubts about dual identity of Zainab’s killer

LAHORE: Killer of Zainab had made his Computerised National Identity Card (CNIC) from National Database and Registration Authority (Nadra) on the manual birth certificate, issued by the municipal committee Kasur in 2012, instead of his Form-B, which created doubts that he had made two CNICs.

Nadra officials disclosed that Imran Ali’s CNIC form was attested by a Senior School Teacher of Government Islamia High School Kasur in 2012. The CNIC was applied on manual birth certificate instead of his Form-B number 3510275660635. That was why Nadra issued a new identity number 3510274598347 against the CNIC issued in 2012. Furthermore, Imran Ali declared himself illiterate and unmarried at the time of getting CNIC from Nadra.

Nadra officials said that in 2012 manual birth certificates were accepted for the issuance of new CNIC. There are thousands of such cases in which Form-B and CNIC numbers were issued to an individual in the same family tree. However, the holder of dual numbers, i.e. CNIC and Form-B cannot do any financial transaction as dual identity numbers appeared when financial institutions verify the transactions through Verisys – a system provided by the Nadra to the financial sector for the verification of the CNIC data of any individuals to avoid the financial crime, the official added.

They further said that financial institutions, Federal Investigation Agency (FIA), and other institutions concerned have limited access to the Nadra data. Besides, all Nadra officials even did not have access to complete access to any individual data, instead of a special wing of NADRA which maintains the database. Thus on the basis of the limited information if some agency issued his dual identity numbers which are incorrect. This has created doubts about the Imran Ali’s dual CINC.

An official spokesperson for Nadra said that the Authority had already started cleaning the database of dual CNIC more than one and a half year ago. In CNIC re-verification campaign thousands of CNIC were blocked besides revivification of thumb impression was also launched, he added.

About the issuance of CNIC on manual birth certificates in the existence of Nadra Form-B, he said that now appearance of at least one parent is necessary for a new CNIC or Form-B along with computerised or manual birth certificates. Nadra gets the thumb impression of the parents for the issuance of new CNIC or Form-B in order to further authentic and purge the database.

Earlier, till 2012 all union councils of Pakistan were not fully equipped, upgraded and computerised. So the manual birth certificates were issued and same were used for fresh CNIC. However, the NADRA observed that huge irregularities in Breeding Documents for the CNIC due to corruption and malpractices at Union Council levels. To avoid this situation, now the appearance of at least one parent is mandatory for the first CNIC or Form-B of every new applicant. Even the birth certificates were not asked to be produced for the registration and whatever information provided by the parents is registered with Nadra in the first registration, he added.
