It seems rather self-defeating that the 2017 census will be conducted without issuing CNICs to the whole population. This means spending billions of rupees without utilising the complete benefits from the establishment of Nadra.
If we issue CNICs to every Pakistani, it is possible to update the population numbers every month. This system will also make it difficult for non-Pakistanis to obtain fake CNICs. This seems like a foolproof method and should be implemented.
