There is a huge difference in the observance of traffic rules in the two cities of Islamabad and Rawalpindi. Motorists who do not wear helmets and are often seen crossing speed limits in Rawalpindi start following traffic rules the moment they enter the Islamabad Capital Territory. Because they know that if they are found violating driving rules they will be punished accordingly by the Islamabad Traffic Police.
Similarly, people who avoid wearing seat belts in Rawalpindi cannot continue with driving their cars in ICT without seat belts. It is the police in Islamabad who are responsible for this positive change. Why can the Rawalpindi police not enforce traffic rules then? They should do their job faithfully.
