It has become an annual routine for the state to allow the sugar barons to export sugar, only for there to be a shortage a few months later which forces us to import the commodity at high rates. This pattern of state policy seemingly putting money in the pockets of the wealthy, who are often connected to politicians and other powerful officials, can be observed in almost every sector in Pakistan.
Collusion appears to be the only answer. Such practices are unethical and immoral and must be countered.
