Skardu District has undergone significant administrative reforms aimed at enhancing governance and public service delivery. Nevertheless, despite these strides, the district continues to grapple with challenges emanating from a lower cadre of staff whose professional inadequacies remain a conspicuous impediment to the full realization of these reforms. The lower administrative echelons in Skardu are markedly hampered by a lack of requisite training and skills, which has ostensibly been compounded by a pervasive sense of hubris among the staff.
This disjunction between leadership and subordinates creates a dichotomy within the administrative apparatus, where the lower staff's inefficacies starkly contrast with the upper echelons' effectiveness. The resultant discord has the potential to undermine the efficacy of the administrative reforms, rendering them less impactful at the grassroots level, where they are most needed. Efforts to elevate the administrative capacities of these lower-tier employees are crucial if the reforms are to be holistic and sustainable.
