CDA fails to upload tenders file on EPADS

ISLAMABAD: The Capital Development Authority (CDA) has abandoned the 60-year-old traditional method of awarding construction contracts.

The Authority has completed preparations to make the process of procurement transparent on the advice of the Public Procurement Regulatory Authority (Pepra). However, the attempt to upload the file of the first two tenders on the EPADS failed on Tuesday.

The CDA management has decided to make all procurements of Rs50 million and above through EPADS now. However, e-bidding and the manual file will be retained in phase one, which will be phased out in the second. Under the new EPADS system, all the processes of procurement will be linked to the website. Contractors will be able to upload tender documents from the website. The CDA will upload the entire file to Pepra’s software, which will be accessible. Future tender calls will be made through EPADS only. Fifty-five officers of CDA have completed training from Pepra and 22 more

will be trained.
