Under the Motor Vehicle Ordinance-1965, a fitness certificate for public transport vehicles has to be issued annually. This task is given to the traffic police that has failed to properly inspect vehicles and issue certificates after the owners have displayed roadworthiness of their vehicles. The result is that we have buses, mini-buses, rickshaws, etc, on the roads without lights, indicators, brakes, etc. The situation is no better for private vehicles. One can literally bring any contraption and run it like a vehicle. The worst part is that almost 99 percent motorcycles are without rear-view mirrors and the majority of vehicles have no working brake lights or headlamps.
The traffic police in Lahore have a lot to do. Perhaps, as a small gesture they may make it mandatory for motorcycles to have left and right rear-view mirrors on their handlebars.
