Sindh boards

There are seven boards in Sindh under the controlling authority of the chief minister. But the majority of boards have been working without a permanent chairman, controller of examinations and secretary. Except the BISE chairman, Hyderabad, almost all chairmen are either retired persons or on deputation. Likewise, the majority of posts of the controller and secretary are filled in either on a stop-gap arrangement or by giving additional charge to someone for reasons known to the controlling authority alone.

According to the media, the controlling authority has already conducted interviews of eligible candidates for the posts of chairmen but their appointments are being delayed for unknown reasons. It is astonishing that the BIEK chairman is performing the duties of the secretary to the governor of Sindh and chairman of the BIEK simultaneously. He has not quit the charge of the chairman despite clear orders of the SHC. Should this not be considered contempt of court?
