'Fast' PTCL connection

This is in reference to a PTCL ad pledging the provision of free and fast internet connection through land-line phones. The connection provided is of 31.2 kbps. By what standards is it 'fast'? Please do let the public know of 'hidden' charges involved, like local call charges for five minutes duration? Of course that would turn out to be more than Rs25-per-hour use of this facility.
