PROVINCIAL Civil Service (PCS) Officers Welfare Associations of all provinces held a meeting on Sunday and formed Federation of All Pakistan PCS Officers Welfare Associations to resolve the problems being faced by the PCS officers across the country.
Commissioner Kohat, (NWFP) Khalid Khan Umarzai was elected as president, Punjab Education (Schools) Deputy Secretary Manzoor Nasir was elected as general secretary, Small Industries Board (NWFP) Managing Director Dr Akhtar Hussain Shah as Finance Secretary, PMU Hyderabad, (Sindh) Regional Director Tamizuddin Khero as Joint Secretary and HSRP (Punjab) Deputy Director Muhammad Zaman Wattoo was elected as Information Secretary.
Naseebullah Bazai, Secretary Prosecution Department Balochistan, Sahibzada Muhammad Anees, DCO Peshawar, Abdul Malik Ghauri, Secretary Rural Development, Sindh and Tariq Javed Malik Director Industries Punjab were elected as vice presidents of the federation.
Those elected members of Executive Committee of the Federation included Sarwar Javed Chief Economist Balochistan, Umar Babar, Secretary Labour Balochistan, Nasim Lehri, Commissioner Quetta, Balochistan, Parvez Ahmad Seehar, Director PMU Karachi, Riaz Ahmad Siddiqui, Land Acquisition Officer SSGC Karachi, Liaquat Ali Chatha, DO (Coordination) Faisalabad, Punjab, Rana Zahid Sharif, District Officer (Revenue) Kasur, Punjab, Zafar Iqbal Secretary Transport, NWFP and Raja Muhammad Saad, Deputy Secretary, FATA Secretariat, NWFP.
The meeting discussed the problems being faced by the PCS officers in all the four provinces and observed with dismay and deplored that they were being denied their legitimate rights in their own provinces. More than 3000 officers of provincial services were given only 35 per cent posts in grade 21 while only 800 officers of DMG, who were federal employees, were enjoying 65 per cent share in the provinces.
Similar was position in other grades. More than 3000 officers of provincial services did not have the right to be promoted to grade 22. The meeting expressed concern over the policy of red-indianizations of Provincial Services in the provinces.
