Administration and law agencies be held responsible for all these killing because they have failed to reach the harbor of miscreant gang even after 4000 people killed by target killers. In canada person left dog in car and dog died because of heat. That person fined 50000 dollars, 5 years jail and life time ban to keep any pet. Life of ordinary Karachite is even less expensive then a pet in other countires.
