PESHAWAR: An enquiry has been initiated against the officials of the Frontier Region (FR) Lakki Marwat for their alleged involvement in a futile attempt to issue a domicile certificate to an applicant who belonged to the settled area, official sources said.
The sources said that Amin Jan, son of Hakeem Jan belonging to Mamad Ghaznikhel, Serai Naurang tehsil in Lakki Marwat, applied for a domicile certificate showing him resident of FR Lakki Marwat.
“The candidate wanted to contest the Senate election from the FR Lakki Marwat seat and tried to get the domicile for the purpose”, an official, pleading anonymity, told The News.The applicant, Amin Jan, who showed himself as the resident of Borakhel village in FR Lakki Marwat, got his domicile formattested by two tribal elders, Malik Pervez Khan and Malik Mureed Khan.
The application was countersigned by the Political Moharrir Kiramatullah and Tehsildar Muhammad Alam Khan and was signed by the Assistant Political Agent (APA) Abdul Kabir Khan Mullagori. It was sent to the Deputy Commissioner
Lakki Marwat, Ihsanullah Khan, for approval and issuance of the domicile certificate.An official at the DC office became suspicious with regard to the applicant’s residence and got it confirmed that Amin Jan was the resident of Mamad Ghaznikhel village rather than Borakhel in FR Lakki Marwat.
The sources said that a clerk, Kiramatullah, posted at the office of the Assistant Political Agent played a key role processing the case for issuing the domicile certificate. He was allegedly bribed along with other officials and the two tribal elders, or maliks.
However, the case was detected before the domicile certificate could be issued.Amin Jan expressed his ignorance about the case, claiming that he did not know who had applied for the domicile certificate from FR Lakki Marwat.
An official pleading anonymity told The News that some higher officials at provincial level were also involved in the scam.
When contacted, Assistant Political Agent Abdul Kabir Khan Mullagori confirmed that an enquiry was underway against the accused officials and maliks for trying to facilitate the issuance of domicile certificate to a person who didn’t belong to FR Lakki Marwat. He said that both the maliks would be blacklisted and strict action would be taken against those involved in the scandal.
“I cannot verify every applicant submitting documents for domicile or computerized national identity cards as such papers have to go through a systemic channel involving verification by the local maliks, political moharrir and tehsildar”, the official added.
