Office of first mayor of Islamabad to be housed in old Naval Complex in Sector G-6

The office of the first mayor of the Islamabad Metropolitan Corporation is likely to be established at the old Naval Complex which is currently being utilised by the Capital Development Authority (CDA).
Sources in the CDA and the Capital Administration and Development Division (CADD) told ‘The News’ that the first mayor of Islamabad, who will be executive head of the metropolitan corporation assisted by three deputy mayors will house their offices in the old Naval Complex in Sector G-6.
Sources said that Minister of State for CADD Dr. Tariq Fazal Chaudhry is being assigned political responsibilities with regard to the local government elections and he would also make arrangements for the offices of the Islamabad Metropolitan Corporation.
Following November 30 local government elections in Islamabad, a transition commission to be notified by the federal government would decide transfer of various functions to the Islamabad Metropolitan Corporation. The transition commission will be assigned three main tasks of assets, liabilities and rights. The commission will complete its work in six months while it will take around two years to complete the whole transition.
The development, planning and overall maintenance of the master plan within the specified area of Islamabad Capital Territory will continue to vest with the Capital Development Authority and thus the overall master plan shall apply and no action by any authority, body or corporation shall be initiated in violation of the Capital Development Authority Ordinance 1960 and the zoning regulations duly approved by the government.
The CDA, however, is set to lose many functions, mainly the municipal functions currently scattered in different directorates, to the Islamabad Metropolitan Corporation and Union Councils. These functions include issuance of licenses of different trades, directorate of health services, sanitation, Building Control Section, weekly bazaars, playgrounds, graveyards, water supply, streetlights, approval of buildings, solid waste collection and disposal of solid, liquid, industrial and hospital wastes, treatment and disposal including landfill site and recycling plants.
The metropolitan corporation would also collect property tax, water charges, fee for approval of building plans, fee for approval of building plans, erection and re-erection of buildings. fee for change of use of a land or building as prescribed, fee for licenses of different trades, sanctions and permits, car parking fee etc.
Besides many other functions, the Union Council will perform for prevention and removal of encroachments on public ways, streets and places, maintain rural water supply schemes and public sources of drinking water, including wells, water pumps, tanks, ponds and other works for the supply of water and open drains etc.
The Union Councils would also arrange for registration of births, deaths, marriages and divorces and pass on such information about births, deaths, marriages and divorces.
