Commissioner takes action against ‘qabza mafia’ on widow’s plea

Rawalpindi Division Commissioner Captain (r) Zahid Saeed has taken action against ‘qabza mafia’ which with the connivance of revenue department officials occupied a 21-marla plot in PIA Colony belonging to a widow, Nayyar Sultana.
The commissioner has directed the relevant authorities to take strict action against corrupt revenue officials who allegedly helped the ‘qabza mafia’ in making a fake registry of the plot.
The applicants, Nayyer Sultana, widow of Muhammad Najeeb, and her daughter Sehar Sultana, filed an application in the commissioner's office that Malik Sikander Khan, s/o Mehr Khan, with full backing of Naib Tehsildar Abid Shah and Patwari Muhammad Saleem, occupied their 21-marla plot at Moza Chur, PIA Colony.
According to the applicants, they not only occupied their land but also got fake registry.
"They got a fake registry (Number 5559) on September 19, 2014. While this land is the property of my husband, Muhammad Najeeb who got a registry (Number 2542) on April 13, 1982," the applicant told the commissioner.
The widow said that her husband, Muhammad Najeeb, died in 1993 and she transferred this property among daughters and sons in 2005. According to ‘Intiqal No. 29679’ we are the real owners of this property. But the ‘qabza mafia’ with connivance of revenue department officials occupied their land and made a fake registry.
After listening to the applicants, Commissioner Captain (r) Zahid Saeed immediately formed a commission to investigate the matter. On the direction of the commissioner, the Assistant Commissioner (AC) Saddar became investigation officer of this matter. After full investigation, some revenue officials, particularly Naib Tehsildar Abid Shah and Patwari Muhammad Saleem, were proven guilty.
The guilty revenue officials, in a detailed report, admitted that the Registry No. 5559 was fake.
They also admitted that applicant Nayyer Sultana, widow of late Muhammad Najeeb, is the real owner of the 21-marla plot.
Assistant Commissioner (AC) Saddar Tasleem Khan told ‘The News’ that the ‘qabza mafia’ not only occupied the plot but also got fake registry. He said they got fake documents with the help of some revenue officials.
In the detailed report, guilty revenue officials have admitted their fault and
said that the registry of the ‘qabza mafia’ was fake and the applicant, Nayyer Sultana, widow of Muhammad Najeeb, is the real owner of the land, he said.
The applicants had filed a suit in a civil court for cancellation of the fake registry.
Meanwhile, Civil Judge Asif Niaz issued notices to all parties summoning them to the court on October 28, 2015.
