National Accountability Bureau (NAB) Chairman Qamar Zaman Chaudhry chaired a last session of 2-day meeting on Annual Inspection of
different Divisions of NAB Headquarters for the year 2014 here Thursday, says a press release.
Chairman’s Inspection & Monitoring Team (CI&MT), who was earlier deputed to conduct the Annual Inspection of NAB Headquarters, presented their report in the meeting.
The Senior Member (CI&MT) along with his team highlighted the strengths and weaknesses of Awareness and Prevention (A&P), Training & Research (T&R) and Prosecution Divisions of NAB Headquarters.
He said that on the directions of the chairman a quantified grading system has been devised for the first time in NAB’s history. Under this grading system, performance evaluation of all NAB Regional Bureaus has been evaluated already and quantitative results of NAB regional Bureaus were highlighted.
During the briefing, it was informed that NAB is mandated to carry out Awareness and Prevention functions against corruption in pursuance of Section 33C NAO 1999. Under its proactive approach, NAB has been engaging different governmental and non-governmental organisations and civil society in fight against corruption. NAB during 2014 signed Memorandum of Understanding (MoU) with Higher Education Commission (HEC) for creating awareness amongst students of various universities. It also collaborated with Pakistan Cricket Board (PCB) — Pakistan Cricket Team for message of NAB “Say No to Corruption” before leaving for ICC World Cup 2015. It also collaborated with Pakistan Hockey Federation-Pakistan Hockey Team, Pakistan Television (PTV), PTA, PIA, SNGPL, Iesco, Gepco, Lesco, Fesco and Islamabad Traffic Police and Motorway Police for promoting NAB drive against corruption.
Pakistan Post has specially designed and formally issued a commemorative stamp
with slogan ‘Say No to Corruption’ which was inaugurated by President of Pakistan
on December 9, 2014 to mark the World Anti-Corruption Day.
The chairman informed that NAB initiated awareness campaign through cinema halls across the country in collaboration with Pakistan Film Censor Board.
Apart from this the NAB chairman inaugurated NAB Mobile Van for awareness of general public and university, colleges and school.
It was informed that NAB has constituted different Prevention Committees in order to check corruption.
It was informed by CI&MT Inspection team that Training and Research (T&R) Division during 2014 held 12 refresher courses for investigation
officers wherein 146 inspection officers participated. Similarly, refresher courses for prosecutors were also arranged.
Senior Member (CI&MT) gave briefing about the performance of the prosecution Division. It was informed
that the conviction rate during the year 2014 was 70%. It was informed that Prosecution Division, NAB, has evolved a monitoring system of under trial cases by
introducing daily courts progress report, weekly report and quarterly performance evaluation report of prosecutors.
The Chairman NAB appreciated the concept of monitoring system of under trial cases introduced by the Prosecution Division. The NAB chairman directed all prosecutors to be fully prepared before appearing in the respective courts for any case.
The chairman said each one of us should work hard so that Pakistan’s rating in the next year Corruption
Perception Index (CPI) be improved from the present 126 position.
He directed for a mid review of all NAB Regional Bureaus and NAB Headquarters in June 2015. He said benchmark set for everyone must be achieved starting from my level to down level.
