Sindh Information and Local Government Minister Sharjeel Inam Memon on Friday apprised the Sindh Assembly of the irregularities in the Karachi Metropolitan Corporation’s (KMC) affairs over the past years.
Responding to short-notice questions of the concerned lawmakers, the minister said appointments and promotion of staffers were carried out in total disregard of the rules and regulations of the government.
“Direct grade-18 appointments were made in the city’s municipal authority.” Memon while further explaining the mismanagement referred to the assigning of a staffer to grade-14 who within a few years unduly promoted to grade-20 whereas another initially recruited in grade-seven was illegally promoted to grade-18.; whereas another employee of the Karachi Water and Sewerage Board promoted himself to grade-20 from 19.
He added that official summaries required for such procedures were neither forwarded to the chief minister nor to secretary local government or chief secretary.
Moreover, it was found that records of the KMC officers who were given undue promotions were not available with the municipal authority, he said.
“The Sindh government had constituted a committee to resolve and rectify such cases of illegal and irregular appointments in KMC while the municipal authority was also being purged of officers working on deputation or own-pay scale basis (OPS) as per the directives of Supreme Court,” Memon claimed.
He added that the issue of ghost and absentee employees was rampant among sanitary staffers of different municipal agencies against which the government would take stern action.
