ISLAMABAD: The economist group is deprived of the top posts of Additional Secretary, Senior Joint Secretary and Joint Secretary as official letters were not circulated among the qualifying officers before the meeting of the Central Selection Board (CSB), The News has learnt.
Therefore, the CSB would not consider promotion of the Economist Group officers as no one has submitted any required documents before the competent forum by far.
Now, the economist group took up this issue before the relevant quarters and demanded an official inquiry to ascertain the facts and put responsibility on those who did not circulate latest amendments among the officers qualifying for the promotion into higher grades.
Official documents of the Establishment Division and Planning Commission available with The News stated that in pursuance of the Rule 6 (1) and (2) of Civil Service of Pakistan (composition and cadre) amendment rule 2014, the competent authority has been pleased to reserve and apportion the posts of Additional Secretary (BS-21), Senior Joint Secretary (BS-21) and Joint Secretary (BS-20) in the Federal Secretariat amongst occupational group.
In line with an approval of the competent authority and occupational position as on April 22 this year, vacancies for the Economist Group have been tentatively worked out as for BS-21 the share of economist group stood at two posts while the occupancy stood at zero. That means two vacancies existed at the moment.
The Establishment Division instructed that additional panel performance along with complete documents, if required, may be furnished to this division by 27 April.
But this information was not shared with the officers who could be considered for getting promotion in accordance with the share of economist group on the occasion of ongoing CSB, which is underway to promote officers of different groups, including mighty district management groups.
The Economist Group, in a letter to the authorities, said: “They take this opportunity to inform that the competent authority decided to reserve and apportion two posts of Additional Secretary (BS-21) and Senior Joint Secretary (BS-21) for the Economist Group vide letter no—1/11/2013-CP-X dated April 24, 2015.”
This amendment, according to the letter, has been introduced by the government to improve governance and economic decision making through induction of professional economists in civil service of Pakistan as per incumbent government manifesto.
“In this regards it is mentioned that intentionally above referred letters has not been circulated among the officers of Economist Group to deprive them of availing this opportunity,” the letter stated.
“In view of above, it is requested that an inquiry may be initiated to find who has been responsible for depriving the Economist Group Officers from this opportunity and we may be heard in person.”
