KARACHI: Despite the lapse of four years, several educational boards of Sindh did not follow the orders of the Supreme Court (SC) regarding out of turn promotion, reemployment, relieving of officers working on deputation, illegal absorptions from other departments, ‘The News’ learnt.
The sources said that all the illegalities were made in appointments, promotions, absorptions due to political considerations.
The Supreme Court in 2011 in a Petition number 89/2011 directed all the departments to strike down out of turn promotions and reemployments, repatriate all the officers to their parent departments working on deputation.
All the provincial departments, following the orders of the apex court, sent back 1,000 plus absorbed and deputation officers to their parent departments, struck down out of turn promotions and terminated the services of rehired employees.
In July, twelve officials of Sindh Health Department were sent back to their original positions in their parent departments after the strict notice of the Supreme Court.
In this regard, Secretary to Sindh Chief Minster for Universities and Educational Boards Iqbal Durrani directed all the chairmen of the Educational Boards of Sindh through a letter (copy available with this reporter) to immediately implement the orders of the apex court.
According to the documentary evidence, only in Board of Intermediate and Secondary Education (BISE) Hyderabad, some 30 plus officials are working on deputation, 20 plus are illegally appointed and services of many officials have been rehired.
The sources told ‘The News’ that these irregular and illegal appointments, out of turn promotions, absorptions and rehiring of blue-eyed retired officers were made in last ten years and almost all were hired without any test, interviews, advertisement and without fulfilling other codal formalities.
On July 27, 2015 afternoon Rangers and personnel of a security agency raided the Hyderabad Board office to arrest an officer Nadeem due to his alleged involvement in some high level suspicious activities, but Nadeem succeeded in fleeing his office. The board management issued show cause notice to him and this information was also given to Sindh CM House and secretary to chief minister for educational boards. Nadeem avoided responding to the show cause notice but continued to attend the office. On the other hand, the board management approved his leave on medical ground.
According to the video evidence, Nadeem is attending office daily and meets almost all high-ups of the board including the chairman and secretary. He also participated in the flag hoisting ceremony of Independence Day held on the board premises.
According to the further details a person was absorbed in board in BPS-9 as Senior Clerk then was promoted to BPS-11 as assistant and then again was promoted to BPS-14 as he succeeded in reaching the position of Caretaker against the rules and essential qualification.
Another person got out of turn promotion to BPS-17 and more than 20 senior officials were by-passed.
An assistant professor was posted as Inspector of Colleges on deputation, a Board Audit Officer was also posted on deputation from Qauid-e-Awam Universirty, another person was posted on deputation from Oqaf Department in last ten years.
An Assistant Controller was appointed against a lower grade as Daftri and landed in officer grade within a short period. Many officers were also by-passed only to accommodate him. Two persons were also promoted against merit from lower grades to upper grades.
Chairman of Board of Intermediate and Secondary Education (BISE) Hyderabad Dr Muhammad Memon told ‘The News’ that there were some irregularities in absorptions, appointments and promotions and such information would be shared with Chief Minister House for the final directions. However, Mr Memon refused to share the number and names of those employees who were illegally benefited. “It is our official secret and cannot be shared,” replied Mr Memon.
Replying to another question, Mr Memon said that he was aware about the raid on board office for Nadeem and he had issued show cause notice to him to clear his position.
“Unfortunately after the raid, Nadeem fell seriously ill and he granted him leave on medical grounds and I am unaware about his presence in board office after his leave or raid,” concluded Mr Memon.
A source, close to Nadeem, rejected all charges against him. He said Nadeem is an efficient and honest person and some of his opponents because of jealousy were engaged in making false propaganda against him.
Secretary to Chief Minister Sindh for Educational Boards and Universities Iqbal Durrani said that he directed clearly all the heads of the educational boards to comply with the orders of the Supreme Court as directions of apex court would be complied with in letter and sprit and no one would be spared.
