ISLAMABAD: Political backing of police officers, resulting in their out of turn promotions and award of back-dated seniority, has ruined the structure of police service in the province of Sindh.

 

Documents reveal that the blue-eyed officers, mostly rankers, who are linked with the high and mighty, are being awarded the back-dated seniority and are being promoted without fulfilling the requisites of promotion, thus haunting the honest and upright police officers as their seniority has been disturbed.

 

This is being done in Sindh despite the fact that 12 officers of KP who were awarded back dated seniority were demoted by the Establishment Division after the Federal Service Tribunal declared their back-dated seniority null and void. At present, the notification of their demotion is suspended and their appeal is pending before the Supreme Court.

 

While the KP officers with the backdated seniority were running from post to pillar to retain their seniority and filing appeals in the apex court, the ED was busy in awarding back dated seniority to the ‘favorite’ police officers in Sindh.

 

According to a notification dated May 22, 2012, one Attaullah K Chandio was promoted to BPS-19 in PSP with immediate effect. According to another documents available with The News, he was given back date seniority from 01-07-1999 through a notification dated September 7, 2011 bearing no. 7/5/2007-E-3 (Police). The Supreme Court in its Karachi violence judgement also mentioned the name Attaullah K Chandio that he was absorbed in the police service from Solicitor Department with effect from 1.6.1995.

 

Another notification dated 3 February 2012 says, “Pursuant to the High Court of Sindh, Karachi Order dated 21-01-2010 passed in CP No D-1358 of 2008 (misc No. 548/2010) the competent authority has been pleased to amend the date of appointment of Syed Ghayasuddin Rashidi (PSP-18) in Police Service of Pakistan as 01-07-1999 instead of 19-10-2010 notified in this divisions notification of even number dated 19-10-2010.” Another one dated March 14, 2012 reads that Abdul Ahad Sangri, and Abdul Hadi Bullo are being appointed in Police Service of Pakistan as 01-07-1999 instead of 25-10-2011. The SC also mentioned Abdul Hadi Bullo’s questionable absorption in the PSP in its judgement.

 

It is worth mentioning here that the Supreme Court, in its Karachi Violence judgement, had mentioned 14 officers who were questionably absorbed, were on deputation or were re-hired in the PSP. Those include Dost Ali Baloch from Intelligence Bureau, absorbed in Sindh Police with effect from 14.10.1998. Muhammad Malik from FIA, absorbed in Sindh Police with effect from 31.10.2007. Muhammad Riaz Soomro from Anti-Narcotic Force, absorbed in Sindh Police with effect from 26.2.2008. Muhammad Ali Baloch appointed as Assistant Director (Computer) in Sindh Police on 6.4.1999, presently working as SSP.

 

Abdul Hadi Bullo from OMG absorbed in Sindh Police with effect from 16.7.2003. Attaullah K Chandio from Solicitor Department absorbed in Sindh Police with effect from 1.6.1995. Shahid Hussain Mahesar was on deputation from Intelligence Bureau, with effect from 26.7.2009. Zameer Ahmed Abbasi was on deputation from National Accountability Bureau with effect from 1.12.2008. Shiraz Asghar Shaikh was on deputation from Pemra with effect from 23.8.2008.

 

Faisal Mukhtar Vakaasi was on deputation from NAB with effect from 31.3.2009. ID Mangi was on deputation from ACE, Sindh with effect from 10.4.2009. Major (r) Khurram Gulzar was re-employed on contract basis as DIGP (BS-20) for a period of one year with effect from 27.12.2010. Col.(r) M A Wahid Khan, re-employed as Principal, SBB. EPT Razzakabad, Karachi (BS-19) for a period of one year with effect from 1.9.2008. Extension granted for two years with effect from 1.9.2009 and Major Col (r) Muhammad Ahsan Umar was re-employed as SSP, District East, Karachi Range (BS-19) for a period of two years with effect from 24.9.2010.
