Quaid-e-Azam described the bureaucracy as officers of the state and not of any government. The recent promotions were the worst in the country’s history. Some dozen honest and hardworking officers were accused of having dubious and shady characters and superseded by their junior staff members with the help of a magical promotion formula prepared by the Establishment Division. It is amazing how the prime minister agreed to such a formula. Is this not the time for the Central Selection Board chairman and the Establishment Division secretary to resign? They should be shown the door for misguiding the government.
