Though each one of us is responsible for the rot prevailing in our country today, in my opinion, it is the bureaucracy which is to blame the most. It was civil servants who showed the rulers the ways to corrupt the system in a safe and legal manner only to secure their lucrative jobs. The higher judiciary is merely addressing the symptoms of the rot by going after the corrupt. I wish it could do something about this nefarious collusion which exists between the rulers and the bureaucracy.

The first step in this direction, fully deserving a suo motu, could be the protection of the civil services against all political interference and influences in all service matters of postings, transfers and promotions. Once secured in their jobs, the civil servants will cease to be civil serpents hissing and biting at the bidding of their bosses. Till we do away with this heinous collusion, the higher judiciary will merely be engaged in fire-fighting measures, hardly changing the destiny of this nation
